After the introduction by Chair Dr. Larissa Mooney, Dr. Rosenberg will briefly review the basic concepts of assisted outpatient treatment, mental health court, and civil vs. criminal courts. We will show 15 minutes of a film-in-progress on outpatient commitment. Among the issues that activist Taun Hall (AB-988 Miles Hall Act), writer David Sheff (Beautiful Boy), and psychiatrist Dr. Aaron Meyer will address are preserving civil liberties and the dignity of the patient vs. the judiciary, medical community and police imposing standards for care and behavior, the roles of family, new developments in California law, and the impacts of racism, financial inequities and stigma.
