Film & Media Workshop: Outpatient Commitment: The Pros, Cons and Realities of Leveraged Outpatient Care

Abstract

After the introduction by Chair Dr. Larissa Mooney, Dr. Rosenberg will briefly review the basic concepts of assisted outpatient treatment, mental health court, and civil vs. criminal courts. We will show 15 minutes of a film-in-progress on outpatient commitment. Among the issues that activist Taun Hall (AB-988 Miles Hall Act), writer David Sheff (Beautiful Boy), and psychiatrist Dr. Aaron Meyer will address are preserving civil liberties and the dignity of the patient vs. the judiciary, medical community and police imposing standards for care and behavior, the roles of family, new developments in California law, and the impacts of racism, financial inequities and stigma.

Larissa Mooney, MD, Chairperson

Larissa Mooney, M.D., is a Professor of Clinical Psychiatry and Director of the Addiction Psychiatry Division in the Department of Psychiatry and Biobehavioral Sciences at UCLA. She directs the UCLA Addiction Psychiatry Clinic and the UCLA-Veterans Affairs (VA) Addiction Psychiatry Fellowship Program, where she teaches psychiatrists being trained in the clinical management of substance use disorders (SUDs) and mental health disorders. Dr. Mooney previously served as the Section Chief for Substance Use Disorders at the Greater Los Angeles VA. She is the President of the American Academy of Addiction Psychiatry (AAAP), a Distinguished Fellow of the American Psychiatric Association (APA), and a fellow of the American Society of Addiction Medicine (ASAM). Dr. Mooney has conducted clinical research at UCLA Integrated Substance Abuse Programs (ISAP) on pharmacological and behavioral treatment interventions for SUDs and co-occurring substance use and mental health disorders. She is one of two Principal Investigators for the Greater Southern California Node of the National Institute on Drug Abuse (NIDA) Clinical Trials Network (CTN). She has NIDA funding to study functional outcomes associated with cannabis use reduction and treatment interventions for opioid use disorder and stimulant use disorder.

Kenneth Paul Rosenberg, MD, Presenter

Weill Cornell Medical College, Co-editor of Behavioral Addictions (Elsevier), author of Infidelity (Hachette) and Bedlam (Penguin Random House) and director of films for PBS and HBO to for which he is the recipient of a George Foster Peabody, duPont Columbia and AAAP Arts and Advocacy awards.

David Sheff, Presenter

David Sheff is the author of Beautiful Boy: A Father's Journey Through His Son's Addiction and Clean: Overcoming Addiction. David received awards from the College of Problems on Drug Dependence, American College of Neuropsychopharmacology, and American Society of Addiction Medicine. He was the first recipient of the American Academy of Addiction Psychiatry Arts and Literature Award.

Taun Hall, Presenter

The day Taun Hall’s son Miles was shot and killed, she stepped into her life’s work: creating change to protect families from a system that failed her son. Since June 2, 2019, Taun has worked tirelessly with her husband Scott and daughter Alexis, to not only promote awareness of the problems embedded in the care for those living with mental illness, but to identify where the levers of change are. Since Miles death The Miles Hall Foundation was created. The mission is: To support and protect families by educating communities about mental illness and by protecting those suffering with mental illness from excessive use of force by law enforcement. Her work is supported by the FRIENDS OF SCOTT, ALEXIS and TAUN HALL, and JUSTICE FOR MILES HALL, which have volunteers and supporters from all over the country. Taun formed alliances with other families, organizations and politicians across the country who are working for change. She is a featured speaker and panelist on media and public and private events. Her message: Black lives matter; Black minds matter, her son Miles matters, and that change is possible and inevitable.
