Opioid Response Network (ORN) Applying the Knowledge Management System Framework

The Opioid Response Network (ORN), led by the American Academy of Addiction Psychiatry (AAAP) in collaboration with Columbia University and national organizations, provides free technical assistance (TA) nationwide to support prevention, treatment, and recovery from opioid and stimulant use disorders (SUD). This project aimed to review and enhance ORN’s digital resource repository, originally developed in 2018, to improve its accessibility and usefulness in responding to TA requests.<br /><br />Using the Knowledge Management System (KMS) framework, the project involved bi-monthly interdisciplinary team meetings including researchers, librarians, clinicians, and subject experts. The approach focused on people (gathering TA consultant and staff feedback via surveys and focus groups), content (cataloging existing resources, developing an annotated bibliography, identifying gaps), and process/technology (creating guidelines for ongoing review and improving repository features).<br /><br />Findings from 131 TA consultant surveys and 35 regional staff participants revealed that while 67% rated their experience with the repository positively, many had never used or were unaware of it. Recommendations included enhancing training on repository use, improving navigation with features such as previews and updated keywords, eliminating redundant/outdated materials, and adding content focused on rural health and prevention.<br /><br />In response, the team refined the resource taxonomy to 31 categories, tallied around 1,400 resources, and established a standardized review protocol via Qualtrics surveys for ongoing updates. A senior addiction researcher curated an annotated bibliography of seminal literature aligned with repository content. Plans also include developing presentation templates on common TA topics.<br /><br />Overall, the project enhanced evidence-based TA delivery by improving information sharing, collaboration, and resource relevance. These efforts support ORN’s commitment to addressing opioid and stimulant epidemics by making trusted, current resources more accessible to professionals nationwide.
